French drain installation in Green Bay
Brown County clay does not absorb water, it sheets it. A French drain intercepts that flow and sends it somewhere other than your foundation.

What a French drain actually does
A French drain is a trench, a bed of washed stone, a perforated pipe and a fabric wrap. Water in the surrounding soil takes the path of least resistance, which is the stone, and travels along the pipe to somewhere it can be released. It does not dry out a yard. It intercepts water and redirects it.
That distinction decides whether one belongs on your property. On Brown County clay, surface water does not infiltrate — it sheets. If your problem is a saturated low spot, snowmelt sitting against a foundation wall through April, or a neighbouring lot draining onto yours, interception works. If your problem is a high water table on the lower East Side near the Fox, an exterior drain will not lower it and the honest answer is interior drainage and a sump.
Where it belongs
The two placements that earn their cost here are a curtain drain uphill of the house — critical on the Bellevue and Allouez side where water tracks laterally along shallow dolomite and arrives from the uphill neighbour rather than from your own yard — and a footing drain against the foundation itself, which is what SPS 321.17 describes.
Discharge is where these fail in Green Bay. The outlet has to reach daylight or a storm connection at a lower elevation, and on the flat lake plain west of the Fox there is often no fall available. A drain that discharges into ground as impermeable as the ground it drains has accomplished nothing. Any competent quote states where the water goes, and if it cannot, it should say so before the trench is dug.
Depth matters more here than in warmer states. A shallow drain freezes solid, and a line that freezes in December is a line that is not working during the March thaw — the exact week you need it.
Why Brown County soil drives this
Brown County sits on the Kewaunee-Manawa-Poygan soil association — a thin silty cap over calcareous red clay laid down as lake sediment by Glacial Lake Oshkosh and the Green Bay Lobe. That red clay runs roughly 5 to 20 feet thick across most of the county and is among the least permeable material a foundation can be built into.
The Manawa and Poygan members of that association are rated somewhat poorly and poorly drained — they hold water near the surface instead of passing it down, so a wet spring loads the outside of a foundation wall for weeks at a time rather than days. A saturated clay backfill can exert well over 1,000 lb of lateral force per linear foot against a block wall — enough to bow an 8-inch wall inward with no visible cause outside.
The Fox River mouth and the bay shore keep the water table shallow across the lower East and West sides, and the flat lake plain gives water nowhere to run once the clay above it has taken all it can hold. In the older core neighborhoods the problem compounds — green bay's older neighborhoods — astor, whitney park, navarino, olde north — are dominated by pre-1940 housing on block or rubble foundations built before drain tile was ever required.
French Drain Installation questions
How much does a French drain cost in Green Bay?
Exterior French drain work in Brown County runs $2,500 to $8,000, driven mostly by length, depth and how far the discharge has to travel to find fall. Flat lots on the lake plain cost more because the outlet run is longer.
Will a French drain fix water in my basement?
Only if your water is arriving at the wall from the surface or from an uphill source. It intercepts water travelling toward the foundation — it does not lower a water table. If water is coming up through the cove joint or the floor, the pressure is below the slab and an exterior trench will not touch it. That is an interior drainage and sump problem.
How deep does it need to be?
For a curtain drain, deep enough to intercept the water path and always below the frost line — which in Wisconsin means the 48-inch benchmark SPS 321.16 sets for footings. A footing drain sits at the footing itself. Anything shallower than frost depth is a seasonal drain that stops working in the season you need it most.

Sump Pump Installation
A sump pump is the discharge end of a drainage system. Sizing it for a Green Bay thaw rather than a summer storm, and running the discharge somewhere legal and unfreezable, is what keeps a basement dry through April.
Sump Pump Replacement
Sump pumps fail on the day they matter. In Northeast Wisconsin that day is in March, and replacing on age rather than on failure is the cheapest insurance a basement has.

Intercept, carry, lift, discharge. In Green Bay it is almost always the fourth step that fails — a line that freezes in March, or one that returns the water to the clay it just left.
